Three parts make the difference. The backing is fully permeable, so liquid drains through the entire surface instead of hunting for punched holes. The infill is an antimicrobial coated sand or zeolite blend that neutralizes ammonia instead of storing it. And the base underneath is graded with no low spots, so a hose rinse actually carries everything away rather than pushing it into a puddle.
Standard turf drains through holes punched every few inches; pet turf uses a fully permeable backing that drains across its entire area. Under a dog run, that difference is the difference between a rinse that works and a smell that builds.
Plain silica sand traps urine and holds odor. Zeolite captures ammonia at the molecular level and releases it with rinsing; antimicrobial coated sands inhibit the bacteria that make the smell in the first place. Pet areas get one of these, never plain sand.
Pet piles run shorter and denser than lawn turf, so claws rake across the surface instead of hooking into it, and solid waste sits on top where a bag or a rake gets all of it.
The base under a pet area is graded flat-to-fall with no depressions. Any low spot in a dog yard becomes the spot, we build so there isn't one.
